x_ads_create_campaign
X (Twitter) Ads tool, proxied to X's own Ads MCP gateway. Create an X campaign. X always creates it PAUSED; it cannot serve yet. A campaign carries no budget on X -- the daily budget lives on the line item beneath it, so create the campaign, then x_ads_create_line_item. Get funding_instrument_id from x_ads_list_funding_instruments.
This is a read-only tool: it returns x ads create campaign for your x-ads account. It changes nothing.
