gads_bulk_update_ad_group_cpc
Google Ads tool (extended/low-level coverage). For common tasks prefer the RECOMMENDED google_ads_* actions; use these only for advanced operations those don't cover. Update CPC bid on multiple ad groups. items: [{ad_group_id, cpc_bid_micros}].
This is a read-only tool: it returns bulk update ad group cpc for your Google Ads account. It changes nothing.
